The Bristol local plan

The development plan is the Core Strategy (adopted 2011) together with the Site Allocations and Development Management Policies document (2014), plus adopted neighbourhood plans.

A replacement Bristol Local Plan (2022 to 2040) is at examination, with main modifications consulted on in 2026 and adoption expected late 2026. Until then it is a material consideration, not the adopted plan.

What tends to shape decisions here: Bristol accepts it cannot currently demonstrate a five year housing land supply (around 4.1 years), which engages the NPPF tilted balance on many housing schemes. It is also a heritage-dense city with 33 conservation areas and an Urban Living policy agenda favouring higher densities.

If Bristol says no: appeal odds

Between 2021 and 2025 the Planning Inspectorate overturned 34.7% of appealed Bristol refusals (206 of 593 decided appeals). The national average is 31.1%. More detail, including how Bristol ranks nationally: planning appeals in Bristol.
