How long does planning permission take in Cumberland?
Half of decided applications took 53 days or less from validation to decision. The middle 50% of applications took between 38 and 80 days, and 58.9% were decided inside the 8-week statutory target for minor applications. Major applications run to a 13-week target, or 16 weeks where an environmental impact assessment is required, and contested schemes take longer still.
The Cumberland local plan
Cumberland became a unitary authority in 2023 and has not yet adopted a single Local Plan, so the development plan is still the legacy plan for the site's former district: Carlisle (2016), Allerdale (2014 and 2020) or Copeland (2013 and 2022). A single Cumberland wide Local Plan to replace all three legacy plans is at a very early stage, with the first scoping consultation expected in late 2026, so it carries minimal weight.
What tends to shape decisions here: Which legacy plan applies is the first question on any Cumberland site, and cross applying codes between the three former districts is the most common error. Delivery is strong, with a Housing Delivery Test result well above target, but the former Carlisle area can show only about 3.8 years of housing land supply, which opens the NPPF S5(1)(j) unmet-need route outside settlements there. Sites in the River Eden catchment are held up by nutrient neutrality mitigation. Land inside the Lake District National Park is outside the council's control as planning authority.
