The Haringey local plan

Decisions are made against the London Plan (2021) and the Haringey Local Plan suite adopted in 2017 (strategic policies with 2017 alterations, development management policies, site allocations and the Tottenham area action plan), plus the Highgate Neighbourhood Plan.

A new local plan reached Regulation 18 consultation in late 2025 and is progressing towards submission, with adoption targeted for 2027.

What tends to shape decisions here: The borough has around 29 conservation areas, several with Article 4 directions, plus Metropolitan Open Land and Lee Valley flood zones in the east. Its claimed five year housing land supply has been successfully challenged at appeal, which strengthens the hand of well-argued housing schemes.

If Haringey says no: appeal odds
