The North Hertfordshire local plan
The development plan is the North Hertfordshire Local Plan 2011-2031, adopted on 8 November 2022 after a five and a half year examination. It replaced the 1996 district local plan outright, so no saved policies from the old plan remain. Ten made neighbourhood plans apply in their own parishes, and Hertfordshire County Council prepares the minerals and waste plans.
The council is preparing a replacement local plan under the new plan-making system introduced in March 2026. A scoping consultation closed in June 2026 and no draft policies have been published yet, with adoption targeted for January 2029, so the emerging plan carries very little weight at present.
What tends to shape decisions here: The two housing supply tests point in opposite directions here. The Housing Delivery Test result is 105 per cent, so no delivery buffer applies, but the council's own November 2025 statement puts five year housing land supply at 2.6 years against a requirement of 1,120 homes a year, which engages the tilted balance for schemes providing new homes. The district is heavily constrained: the London and Luton Green Belts cover the west and centre, a separate Rural Area Beyond the Green Belt covers most of the east, and the Chilterns National Landscape reaches the far west. Letchworth Garden City also has its own design principles in the plan and a private scheme of management run by the Heritage Foundation.
