How long does planning permission take in Northumberland?
Half of decided applications took 54 days or less from validation to decision. The middle 50% of applications took between 37 and 67 days, and 68.0% were decided inside the 8-week statutory target for minor applications. Complex or contested schemes take longer.
The Northumberland local plan
The Northumberland Local Plan 2016-2036 (adopted 31 March 2022) is the single, full-coverage development plan for the county outside the National Park, combining the strategic, site allocation, development management, minerals, waste and renewable energy policies in one document. It replaced all the former district and borough plans as well as the old Northumberland Minerals Local Plan (2000) and Waste Local Plan (2001), and sits alongside 32 made neighbourhood plans that form part of the development plan for their designated areas.
Preparation of a new Northumberland Local Plan is under way, with formal notice of intention to prepare given on 16 April 2026 and work currently at scoping and call for sites (pre Regulation 18), and the statutory 30 month process expected to begin around September 2026. The Northumberland Housing Design Standards Supplementary Plan is also out to project brief consultation between May and July 2026. Both carry little or no weight yet, and the council's 2025 evaluation concluded that the adopted plan does not need immediate updating.
What tends to shape decisions here: Northumberland National Park, covering the Cheviots and the upland north west, is a separate planning authority (the NNPA) with its own local plan, so those sites fall outside the council's plan, while the Northumberland Coast and North Pennines National Landscapes remain within the council's area and are shaped by its landscape and AONB policies. A Green Belt around the south east Tyneside conurbation edge further constrains development. The council can demonstrate a 7.5 year housing land supply as at 1 April 2025 against the adopted requirement of 885 dwellings a year, so the tilted balance is not routinely engaged, although that requirement sits well below the current standard method local housing need of around 1,672 dwellings a year.
